I think what you're referring to are JPEG artifacts... because I see them in strange places like around her belly button and armpits. I'm sure it is airbrushed, but I'm not sure that it's a bad airbrushing job like it looks like.

Actually, I think you're both wrong. To me it looks like a low-res image that was made bigger and then a crapload of unsharp mask applied.
