Why does Holder necessarily have to read it? He has staff that can do it too and point out the problems.

I'm not saying he shouldn't read the necessary parts himself, but him not reading it doesn't mean he doesn't know what's wrong with it.

But the not reading and complaining thing sounds really familiar. I seem to remember it starting with an H and ending with ealthcare.
