Or perhaps you could realize that this image is part of a webpage showing people how to resize the image? It is usually convenient to show the border and the scroll bars when you want to instruct people on how to use the border and the scroll bars. :roll:

The bigger question I have is why they let people have direct access to their images folder.

Perhaps they didn't take that screenshot from within Windows? I know the local NOAA office uses unix-based systems with window manager for the UI for their weather reporting.
