Could I combine them, so my laptop can dial into the ISP from anywhere? Whats the data transfer speed of a cell phone?
 
Yep, my phone can work with my laptop in "tethered mode" when the phone is installed as a modem on the computer, dial-up networking installed and a cable connecting the phone to the computer.

The phone is configured as a 19.2 kpbs modem and you'll be connected to the 'net over the wireless IP (CDPD) network . . . S L O W . . .
