HL2 Ep2 issue

So I have been playing through the HL2 games again and tonight go to start HL2 Ep2 for the second time playing through it (played through it once when it was first released on the exact same system). Well when it gets to the main menu it is very choppy, and acted like it was a Ti 4600. I played through HL2, and Ep1 at 1920x1200 with all settings maxed except 4x AA and 8x AF.

I just reformatted about a month ago, so its not a bogged down system. The drivers were all updated at that time last month, The system is an Athalon 64 x2 5200+, 2 gb DDR2 800, Raptor 74 gb primary drive, and 8800GTX. The system has run it before at 1920x1200 and 4x AA 8x AF just fine, but this time it will not. I deleted and reinstalled Ep 2 and still it is doing this. There is a 3-4 second delay between any action I take (opening up menus, exiting game, etc), sound is super choppy, and its playing more like a slide show.

Anybody have any ideas as I am clueless as to what could cause this.
 
I have the newest Nvidia drivers 169.21. Is there an issue with HL2 Ep2 under it? It would have to be just Ep2 and not a Source engine bug because HL2 and Ep1 worked fine.
 
Updated drivers still cause the same issue. I don't think its a driver issue, if it would help I can take a vid of it and throw it up on youtube.

Edit: I just tried playing TF2, but it does the same thing. I know something is up now with my system because TF2 worked fine after I had reformatted. Now it's time to find out wtf is going on.

I have my Kuro 5080 HDTV hooked up on the second DVI port, anybody know if that would cause issues?
