hl2 dedicated server question

i own 2 copies of hl2, one via steam and one retail but my room mate and i both play using the copies. if i want to run a dedicated server do i need a separate copy of hl2? im in the dorms and i want to run a dedicated server (i already have a separate computer w/ good enough specs to run hl2 so thats not the problem) do i need a separate copy of hl2 just for the server or is dedicated server free from valve? i heard its free for linux but what about windows
