Hitting Enter to go to typed address in IE makes 2nd HDD, and CD's spin up

My 2nd hard drive shuts down after about an hour, and of course, my CD-drives also spin down after a minute or so of non-use. But if I type in an address in IE 6.0, and hit Enter, the 2nd HDD and the CD-drive both spin up before IE does anything else. Any idea why it does this?
Using the latest version of IE6, and Win98SE/

I've noticed this too in Win98 and it's extremely annoying (especially if you have more than 1 CD-ROM drive). I've read that clearing all your History/Most Recently Used logs from TweakUI can help.
