Hissing noise when plugging in headphones

On both my laptop and my monitor (Samsung t240hd which I watch TV and play my PS3 on as well) I get this considerable hissing noise when plugging in my earbuds. It's not as noticeable when the sound is cranked up, but I don't always want to have loud sound when I'm using my earbuds.

It's not the headphones. I've tried several different ones and styles, they all hiss. What I'm wondering, is there anything I can to do get rid of it?
 
Maybe I need to put a little more background info.

My monitor is connected to my PS3 via HDMI and it plays TV. At night, I prefer to use headphones while watching tv, playing ps3, or watching blu-rays. On the monitor itself, there's a headphone jack, but a considerable amount of static noise comes out the speaker of the earbuds, whether or not the volume is muted or at full. Audio negates this his somewhat, but still fairly noticeable.

My laptop does something similar, but I've largely ignored it (my research indicates this audio hissing was a pretty common defect for a dell inspiron 1525). Also, after a little more research, I came across Ground Loop Isolators. I know little about audio myself, but would this solve my problem? Thanks.
