HIS is the acronym for "Hightech Information Systems". They are based in Taiwan, and have quite an impressive manufacturing facility from the photos I've seen of it.
Anyway, HIS doesn't manufacture i.e. build their own cards like Sapphire and Asus do. Rather, HIS buys ATI-built (BBA, aka "Built-By-ATI") reference boards and then adds a "custom" GPU cooling system, which in the past have been Arctic Cooling Silencers' with a special HIS graphic on the ducting instead of ATI's logo/graphic.
The HIS Excalibur X800 XT IceQ II PE in my signature is exactly what I just described. I bought my HIS card from SuperPCMart.com in Northern California in August of 2004 when all the Nvidia fanboys and ATI wannabes we're crying about how the X800 XT PE was vaporware. BS. Those who had the money had no trouble finding them.
Only "problem" with HIS cards' is that they only carry a 1-Year Warranty (just like ATI-brand cards). Although, in my experience (10-years plus, some of it as a PC/Mac hardware manager) cards rarely go bad from normal (non-overclocked) use. I have seen cards go bad from just sitting in a PC and not being used/PC turned-on though. Its like they die of neglect.

I ordered mine 1/28 (Saturday) and received it (Monday) 2/6. It came with a "Got Xtasy?" tee-shirt and a 128MB USB 2.0 drive. I paid $649.99 so I got screwed for $20.00. I wonder if I call VisionTek and complain about the $20.00 I can get a a credit to my card...
