1. We lived in, say the old USSR, where there wasn't any freedom of speech and
2. If her actions only affected the people of NY, which they don't.

Yes, but don't forget that she votes on what would benefit her state the most. It may have a national effect, but at the core, it's all about NY(which is how all of Congress runs).
