In elemental form, Californium was at one time the most expensive element by weight on the Periodic Table. I've been away from academia for a while so I don't know it that still holds. But one doesn't really have to look into secret government labs to find insanely expensive creations. Cholesterol medications are notoriously expensive, as much as 100 times the cost of gold by weight. Opthalmic drops for glaucoma and blood-clotting agents for hemophelia are so expensive that special permission must be obtained before doctors can prescibed them at some hospitals.

U-238 (depleted uranium). Which believe it or not, is not illegal, contrary to popular belief.

edit: Depleted uranium is used in helicopters and airplanes as counter weights on certain wing parts.

Good saffron runs $7.50+/gram = approx $3400/lb, is easily obtained, and isn't illegal to purchase.
