Highest overclock on AMD Athlon X2 4600

I have the Scythe SCMN-1100 heatsink. So whats the highest anyone has gotten to?

I don't think anyone has ever overclocked that heatsink. You might want to try an Opteron, or a Conroe, or at least a processor. And your processor averages around 2.7ish, IIRC. Of course, people who are good overclockers usually don't buy that chip. Usually. Here's the world record database: link.
