High utilization and memory usage on clean 98 Boot

I have a PC in my office that kept getting out of memory errors, and upon downloading 2 different CPU/Memory utiliztion programs, and using MSConfig to do a completely clean boot, they are both showing my average CPU Utilization at 48%, and 150MB out of 254MB memory available. The Norton Antivirus has always been autoupdating, and a scan with the latest definitions does not come up with a virus. But the rest of the machines in the office are 2000, and that version does not let you make a new set of boot disks. The only things I can find on Nortons site to make new disks don't have the latest defenitions. Nothing in CTRL-ALT-DELETE shows to be running.

Any clues where to go next?? Do you know of a program that will really tell me everything that is running, and the CPU time or memory utilization each program is using, like in NT or 2000??
