High temps on stock barton w/ thermalright 947U and ADDA 92MM?

I have a Barton 2500+ on a NF7-S running stock settings. (333 fsb) on a thermalright 947U and ADDA 92MM fan with arctic silver 5. My cpu is idling around 46 deg C...

Should my fan be blowing air into the heatsink or should it be sucking air out of the heatsink?

Also, my case has a black tube that kind of sits over top of the HSF to either let cold air in or blow hot air out, and I'm not sure if I should keep it installed.

Your thoughts?
 
ADDA is a low-speed, low-noise fan manufacturer. Your numbers are right on with my mobile Barton at 3200+ with an SP-97 and Nexus 92mm fan.

What is the CFM of the fan? Are you undervolting it?
 
Make sure you're blowing air from outside your case onto the heatsink. If it's blowing out, then you're just passing warmer air (that's already picked up heat elsewhere in the case) over the heatsink.
 
The fan was facing the wrong way, I switched it around and idle temp dropped from 46/47C to 41C. Is that common for a stock 2500+?
