High Pitched Squeal from Motherboard

THat part that i have outlined in red in that picture above is making a high pitched squeal when i power on my computer. So, once i hit the power button, the computer runs for 3 seconds (all fans run), then the computer shuts off and a high pitched squeals starts to sound and it keeps going until i switch off the PSU. Please help. BTW, i have tried 3 different psu's and the problem still occurs. I also have tried unplugging everything attached to the psu and it still occurs. PLEASE HELP! LMK if there is anything i can better describe

 
According to the manual for your motherbaord, that part is labeled as the "BUZZER". As you've noted, its purpose is to loudly warn you of a problem. Soyo has an article that describes what you are expeiencing and how to trubleshoot. Also, here's a review of another Soyo motherbaord that describes the same issue.
 
Yes, that is the on-board speaker. Your mobo must be set too low on some temp alarm - if not, maybe it is overheating and you need to redo your CPU heatsink mounting. or something.

Did you run through all the steps on that page I linked? Contact Soyo for an RMA perhaps?
