high pitch whine from cpu (AMD64)

i just finished building my computer. everything seems to be running well except for this high pitch whine coming from my cpu (AMD 64 3000). there is no way i can live with it making this noise, so i need to find out what the problem is.

im pretty sure its coming from the cpu for two reasons: 1) thats what my ears tell me, 2) whenever i open a new window or start a program (something that makes the cpu usage go up), the sound stops.

i read in another thread that amd 64 chips are known to have this issue (and you just have to live with it)....is that true?

do i have a bad cpu? could i rma it to newegg?

here is my setup:

chaintech vnf3-250 mobo
wd s.e. 80gig hd
amd 64 3000
leadtek 6600gt
antec tru380 psu
 
i was thinking it might be the psu, but the sound really seems to be coming from the cpu.

also, if the noise was coming from the psu, would it stop when the cpu usage increased?
 
is anything in your rig set up with thermal sensors so that fan speeds will increase at higher temps? if your CPU fan is then it could be that it's not getting enough power at idle and causeing the noise. as the heat goes up so would the power to the fan causeing it to kick back in. mess around with the case open and see if any of the fans are acting funny.
 
If memory serves your motherboard makes that noise when paired with certain power supplies. I'm not 100% sure though, let me poke around a bit.
 
well....i have an old power supply (only 300W) that ill throw in the case and see what happens. but id appreciate any info on possible conflicts with the motherboard.

*edit*

i think the 300W isn't powerful enough to run the 6600gt, because i don't get anything on my monitor (yes it was plugged in).
