High frame rate drops in ATI MMC 7.5

I just installed a Radeon 8500DV primarily for it's TV recording capability. It's a new machine with a fast processor and fast drives. I installed XP and all the software, latest ATI drivers and Via 4-in-1's. I tested out the video recorder and had great recording - less than 1% dropped frames.

I've done a lot to the system in finishing up the install. Now I'm experiencing 45-70% dropped frames. I've reinstalled the software a number of times and no impovement. Any ideas?

I also routinely get a failure in shutting down that "twsfctrl.exe" failed to respond.

I have -
Windows XP with DirectX 8.1
the 3286 ATI drivers
a radeon 8500 dv
7200 rpm ATA100 drives and 15000 rpm SCSI drives
An athlon XP1800
512 MB crucial ram
I've tried "fail safe settings" as well as "turbo"

I deinstalled everything and reinstalled all the ATI software

No matter what I record at, I get 45% or more dropped frames. While this is happening, my cpu usage is low (10-30%).

Is it some BIOS settings regarding AGP? I have a 4x setting, but don't know enough to screw with anything else
