High CPU Usage While Idle

A friend of mine is using Windows 98, and he's just started noticing that his CPU usage is pretty high even when he isn't doing anything on the computer (like about 50% or so most of the time). He's tried closing all his running programs through CTRL-ALT-DEL, but his CPU usage doesn't go down. Any ideas what could be causing this? He has a virus scanner (my first thought was a virus of some kind) that's up to date that doesn't find anything. Also, I installed SETI@Home on his computer and it uses almost all of the CPU while the computer is idle, so whatever is taking up his CPU has to have a lower priority than SETI even. Any ideas? Thanks.
 
Not everything shows up in the three finger salute menu. Try to find a process manager program if one exists for Windows 98, something that will let you sort all processes by CPU usage. I am interested if you find a good free one.

You can run msconfig and uncheck startup programs there. But not everything shows up there either. regedit to hkeylocalmachine / software / microshit / windows / currentversion / run, runonce, & runservices if you want everything. Instead of deleting export to a file then you can double click the file later to re-add. Why they must hide it that deep I have no idea, they just want to be buttholes I guess. Usually you can search google to figure out what things are. At least that always worked for me 😉
