High CPU usage at idle

I have just assembled a new AMD Athlon XP 1600 system with the ECS K7S5A motherboard and 256 MG of DDR RAM. The cpu is running at 66%-80% at idle according to AnalogX Netstat and MotherBoard Monitor 5. There is nothing running in the background except systray and explorer. The system really boggs down when I burn a CD.

Does anyone know what could be causing this?
 
I have it enabled on my Plextor Burner, but not in my other cdrom. The manual said to have it enabled. Does it matter?

I have a k7s5a as well and it does the same thing. I dont think its anything to worry about.

Nothing to worry about? thats something big to worry about... its should be in the 4 or 5 % range.. mine is at 2-4.. 😛

No it's definately NOT normal,when my system is Idle it is just that IDLE 0% cpu usage.
