"Hesitation" when starting computer

Not sure how else to describe it. When I hit the power button on my desktop from a cold start, the fans, power light, etc will come on for about 1 second, then go off for about 2-3 seconds, and then the pc starts normally. This is a Corsair 650W PSU that's exactly 3 years old, and there are no problems at all once the PC is actually running. Should I be concerned?
 
I had a few motherboards that used to do this. For one of them a BIOS update fixed it, for others nothing helped. But they kept working until they got obsolete and I replaced them. I wouldn't worry about it, although it is rather annoying.
 
Agreed nothing to worry about, on another forum I have seen many posts about for example Asrock boards doing that.
 
My board does this the boot after I change something in the BIOS.
I wonder if this is just your board doing a check before it boots, or it thinks there is a setting in there it doesn't like. Nothing bad in either case, just weird.
