because parkman from the beginning of the show has been a wishy washy compromising wuss.

he couldn't do what the radioactive guy thought had to be done. parkman couldn't commit to doing what was necessary to make HRG reveal everything so he again flip flopped.

his character is pretty consistent throughout.
