Here's why the bump in the youth vote wasn't seen

I thought out of state students have to vote absentee to their home states since the are not considered residents of that state.

That's correct. There are some issues involved with registering in both places too. Some people probably did not follow the proper procedures.

Evil Republicans. They made sure that the liberal teachers of these liberal schools did not teach the children correctly. It strikes me as odd, that these elite liberal institutions cannot even teach their students basic election law and rule - yet they graduate them and hail them as experts in all kinds of fields. Looks like the liberal educations system has failed on yet another level of Common Sense 101 and Tips for Living a Real Life 201.

Maybe if the focus of college was on real learning and not PC BS they would know how to register.
 
When I signed up in one of those drive things they told me to 'MAKE SURE' I got confirmation after about two weeks from the government about my registration. I think the last day to register was October 2nd in NJ, so thats plenty of time to get a confirmation letter in the mail. If he didn't get one he should've contacted his local city hall and they would gladly have taken care of it.

That is not correct, at least not in Iowa. During 2002 I was able to register and vote in Iowa at my school, even though I was an out of state student. I registered at my dorm address and checked with the election officials. No problem there, I registered just like I would anywhere else.

Now registering and voting in both places is very illegal, but I doubt very many people did that. Remember, at many schools, most students are in state since it's usually cheaper.
