Here's the 3dmark score for my HD7850

Special thanks to all you guys.

I just exchanged the card to a different brand, and the scores look normal now.

First got 7.9 on WEI, then 5850 graphic score on 3Dmarks 11 in performance preset. On Afterburner all graphs look very identical to my previous card except the tempure of the new card is way higher max'd at 63 degrees vs. previous 40 degrees

Well, I hope we helped you fix it. It seems like maybe the card was bad out of the box and not being used properly under load.

Even now I still believe that my previous card was okay, it was just about configuration or something not physical. If I keep trying your guys' suggestions, for sure i'll get it work out. But I am just not patient enough, and did a shortcut. Hope I didn't let your guys down. Lol. Thanks for all your help!!

Ps: gigabyte has a really good cooling, I think it's better than msi or any other brands.

Well the gigabyte card is decent, but I have heard more problems with Gigabyte than any other brand lately for whatever reason.

I think the card wasn't functioning properly. You could have tried hundreds of things and never fixed it. No problem to exchange it.

I want to ask your guys the if the CCC by default always scale your screen down ?
