what dose CFM mean whats a decent rpm high dba? is the 40mm measured diagionaly like a tv screen or just across and is it from center of screwhole to center or what? is any brand better and i have 3 how many more do i need cpu at 30 hdd at 29 mobo at 34C comp in sig
 
The 40mm is side measurement. They usually are 40mm x 40mm x (depth).

CFM means airflow. I think it stands for cubic feet per minute, and it basically determines how much airflow you get out of the fan. Decent DBA, well, that's up to you.
