People should NEVER tip based on the value of the purchase. That is a stupid system that needs to be ended. People should tip based on the amount of work, the level of service, and the type of establishment. I will always tip even if I just had a water. Why jilt the server because you didn't want a different drink? People who tip 20+% are rude and cheapskates in situations like that.
