I don't really see an accusation there... I see her statement on his response to saying "we'll see" about whether he'd accept the results.

Her or her campaign people didn't start it, but since Stein started it the Clinton People are participating or at least they said that they were.

Probably, but there are several possible strategeries here. First and most frightening is the intent to steal a Presidential election. Second is simply to raise money, to be spent on future elections or whatever fringe leftists do between elections. Third is to simply keep Trump off balance and damage his Presidency. (Whether that works is up to Trump, but as he seems to be much more thin-skinned than even Obama, it should work to a degree.) Fourth is to keep the far left fringe voters worked up about the election being stolen so that they work for the Democrats next time around, rather than simply rioting when their special snowflake express is next derailed. I can see a dedicated far left American deciding that the latter three are honestly worth the investment, even if the chance of finding that Hillary honestly won is so vanishingly remote.

You may not have noticed the surfeit of Pepe images involving concentration camps and SS uniforms (I'm not going to link them, not the least of which is that at least some of those I've seen were from banned Twitter users).

Pepe didn't originally have racist connotations, but you can thank 4chan's /pol/ and racists on Twitter/Facebook for that one.
