Helping friend with Photoshop & Video editing build

Friend wants to build a replacement computer for his old outdated system. He is using an AMD A8 with Photoshop non web based version, Corel Video Studio and ON1 photo editing site.
He was thinking of using

Asus Prime X470-Pro
Ryzen5 2400G
16GB RAM
EVO 860 SSD 500GB
Win10 Home
2 TB rotational hard drive

Wants to spend about $1500 Canadian.

Suggested possibly going with Ryzen5 2600X and a WD Black NvME 500GB but that would require a video card which has to be ATI since "I don't want a Nvidia card because I can calibrate the ATI card in less than 5 minutes ... any editing I do on any of my current systems produces exactly the same results when I get prints done."

He currently has an "HP laptop has the AMD ryzen 3 2200 U and only 8 gigs of ram and it works just fine." He apparently is editing 4K video without any issues.

Am I just wasting his $ by suggesting the 2600x and he should just stick with the 2400G with its integrated GPU?

He can go cheap and get the 2400G and have a bunch of money left over or you can build a 2700x with a dGPU for less than the full budget. He likely has no idea what better is given what he was and is using. Whatever you go with I would get him much more RAM. At least 32GB.

Well with memory he will start with 2x8GB so there will be room to add more. He is adamant in using ATI video card in this build if he has to get a GPU. This is because ATI color matching on his monitor to printed results is supposedly easier to do.Thing is I have no idea what ATI card to recommend. Someone else had recommended a Vega56 or Vega64 but that is overkill for what he seems to want to use this build for.

What I also forgot to mention is that I am in Canada so you have to add about 30% more on to US prices.

You can get him a Radeon 560/570/580 if he wont be doing anything GPU based.

OK ya was looking at the 560 or possibly 570 if the budget can be accommodated.
