Help!!!

My PC freezes when I am on the internet.I try everything but nothing seems to work.The only option that I have left is to reboot.This problem ONLY arises when I am surfing.I have tried to do everything in my knowledge but nothing seems to fix this problem.I have format my hard drive several times and done a clean install each time but the problem keeps returning.I am using both Windows 98SE and Win2000 and it happens on both.I will be grateful if anyone could help me out before I tear my hair out.
My PC spec is as follows:

Asus A7V Motherboard
Athlon 850Mhz Processor
256Mb PC133 RAM
Creative Geforce2 Mx 32Mb
Soundblaster 5.1 Live Soundcard
2 Hard drives
1 DVD Rom Drive
1 CD Rewriter
Cable Broadband Internet Connection

Have you tried upgrading your internet explorer, or try using different versions to see if one is stable?

Yeah, I'd try a couple different browsers. (Netscape or Mozilla, Opera, etc.)

Also, does it always freeze when you go to a certain site? There are sites out there known to lock-up browsers from time to time.
