I think you'll find that the members here have a predisposition against doing people's homework for them, and just as strong an inclination to help people with legitimate questions. So my suggestion to you is to dive into the template piece yourself, and then post specific questions here if you run into problems that you can't solve.

I'll take VS or Eclipse over notepad any time, and for my part I sincerely hope that all my competitors use notepad, and that it makes them feel all full of testosterone. That said, I'm not a big fan of DW or any other visual HTML editor... but notepad? Please.

well i never heard of anything called eclipse or vs(i heard of visual studio and that only seems to rhyme with vs)

and hey i made some 5 templates so far in my leisure time(5 mins a day)
i see no point in not using notepad
well these days iam using my own html editor which i made in vb :p
its called html editor + :)

i never got any formal education in programmin cause iam still in my high school

so these eclipse and stuff might be one of those fancy stuff college guys might have asked u to use

Visual Studio Express and Eclipse are both free, and I think you'd find that between them and NetBeans they account for the majority of all development work by programmers young and old. Your tools are important, and while you might be the kind of person who enjoys going into a forest for a week with just a magnifying glass and swiss army knife, in the modern development world notepad and bravado are not going to make you competitive with professionals who have mastered their workflow.
