What part of the motherboard translates BIOS into a video signal? I'm trying to understand how you can see a BIOS screen without a discrete video card.

The motherboard chipset - one of possibly 2 large chips on the motherboard. It usually has a fanless heatsink on it. Depending on mainboard chipset vintage and capability then you would likely have an onboard VGA, DVI, HDMI or some combination. It shares memory with onboard memory and rare ones have separate memory built right on the mainboard.
