HELP!

our neighbor was doing something in his backyard and paint from whatever it was he was doing ended up draining onto our driveway leaving long streaks of white paint.

1. is there anything to safely remove it?
2. is there some legal recourse for us?
 
go ask him what the capital of thailand is. before he can answer, yell "BANGKOK", and kick him in the balls.
 
a jackhammer will do it. but then you need to put new stuff down. But thats ok just give the bill to him.
 
Your neighbor has a problem controlling his paint. Consequently, you should have a "problem" controlling your paint thinner. Perhaps "accidentally" spill some all over his newly painted thing, plants, lawn, whatever. Then "misplace" a lit match somewhere amidst a puddle of paint thinner.
Problem solved.

simply go over knock..ask him what he plans to do about the mess he made..

Wow, good advice, I'm surprised it's taken this long.

Also, I'm not big on EPA regulations, but... is paint supposed to be flowing like that?

be carefull if you use this suggestion. if you have a blacktop driveway, the paint thinner could melt the tar in the asphalt.
