Help with weird video card/monitor issue

So I just purchased my new build a few weeks ago and am now just getting around to getting a new monitor. I purchased an ASUS VS239H-P IPS monitor and just received it today. I just now hooked it up and am getting a weird video issue. For some reason when I plug it in my Radeon 7870, I am not getting a full hd display. There is a black bar surrounding the whole screen even though Windows says I am in 1920 x 1080. However, if I unplug the monitor from the 7870's HDMI port and plug it into my motherboards HDMI port to use the Intel integrated graphics on my i5-3570K, I get the full resolution. Anyone know what could be up. It seems to be some sort of issue with my GPU but I'm not sure what.

Just used the included DVI cable and this seems to work as well...Also noticed when I'm using HDMI everything seems to flash in an odd manner. Any chances it could just be a bad HDMI cable?

If that was the case, wouldn't it also do the same with the onboard HDMI?

Maybe you just need to tweak some of the graphics card settings, or try different drivers.

AMD cards seem to detect 1080p monitors as TVs when hooked up with an HDMi cable.
You could have fixed the black border issue using HDMI by going into CCC and under My Digital Flat Panels and adjusting the overscan slider.

If you really want to use the HDMI cable, try adjusting the overscan settings and see how it goes after that before blaming the cable.
