help with webdav and ht access in apache

I would like to have a group of friends be able to upload pictures to a webserver through drag and drop interface, be it FTP, webdav, or other. Then i would like to import the picture using a webinterface and have users own pictures so that deletion and manipulation are possible. I'm having trouble allowing the users to associate the pictures with an account because the generic webdav doesn't require any kinda of login. how can i get webdav to have user specific folders so that only one user can upload to any folder and not have to restart apache for the conf files.
