My friend has a MSI 865G Neo2 P-Series motherboard with a Fortron 520w PSU. He recently upgraded his 2.4 socket 478 Pentium 4 to a 3.4E Precott Pentium 4.

The power is as follows:
12 : 11.76
5: 5.05
3.3: 3.15
VCore: 1.29

What should everything be at, especially the Vcore?

what are you using to get those numbers. in windows software can be off by a bit. get a multimeter and find what the actual voltages are. because the 12v is pretty low as is the 3.3v.
