Help with two mices!

I am trying to run Windows98SE with two mice. One Microsoft USB mouse and one using a trackball encoder for arcade gaming. The trackball requires a standard Microsoft PS2 Mouse Driver. When I install both drivers both the mouse and trackball works at the same time which is great.

When I reboot my system only the USB mouse works and under properties the PS2 mouse driver is gone or the computer is not seeing the trackball.

Any suggestions on how I can run these two at the same time without reloading the PS2 mouse driver?
 
Unplug the USB mouse until Windows is loaded, then plug the USB mouse in since it it "hot bootable" being a USB device.

Is there a cleaner way to work with two mice? The computer is in a home built arcade cabinet. It would a royal pain to mess around with cables.
 
Check your BIOS for something with "Legacy USB Devices"
If it's set to auto or something like that, it may disable the ps2 mouse if it detects the USB mouse. It shouldn't, but it may. See if setting it to disable works.
