Friend gave me his laptop. Worked for about ten minutes(battery was about to die). Had a charger that he but eas chewesd up by his dog. Laptops power dies out, my friend comes back with a Targus AC adapter about 3 weeks later. AC adapter lights up fone. Laptop won power on even the slightest bit.
 
First, you have to make sure that your power adapter is set to the right voltage. Too high, and the laptop's autoprotection will kick in; too low, and nothing happens.

Second, make sure it as a max current rating (measured in mA(milliamps) or A(amps)) at least as high, or higher than, the required power draw of the laptop.

Third, there's a good chance your power jack is loose if neither works. I've heard that Toshibas often have this problem.
 
Yes, what model laptops is it, the M35X, and the A70/75 models do this, and a select few others have a more infrequent occurance of the loose power issue. Toshiba will often replace this because it is a known issue, especially if it on one of the three models I mentioned, sometimes a local authorized repair center can even fix it under warranty with an exception. Even if the laptops is out of warranty.
