I am building the below pc; (very very tight budget)
with normal (unbranded) 350W PSU;

2.4ghz P4 Prescott (stock cooling)
256 + 512 Ram
Asus Motherb. p4v8 x
CD Rom
80GB ata Hard
floppy

6600LE 256mb (stock cooling)

1. will the 350W psu is enough (its the built in psu of my case) ???

2. in future i will add a DVD ROM, will this psu sufficient ??

3. If not please specify minimum power (watt) ill have to use.

It's more than adequate. Even from the crappiest manufacturer with the most inflated PSU statistics, 350W will be enough.

Still, would you mind listing the manufacturer?
 
You might want to checkout this PSU. For the price, you're getting a recommended unit as noted in the AT Forum. It's reasonable and offers room for expansion.
