HELP with system

Hello y'all,
My system will not shut down. I click on start, shut down, and shut down again. The monitor goes black, but the system is still running. I have the following system:
Athlon 1.2 gHz T-Bird
512 MB pc 133 of ram
Abit kt7a-raid mobo
Ati radeon 64 mb vivo
xgamer 5.1 sound card
win98 se
linksys network card

Can anybody tell me what's wrong with the system?
 
This is common with win 98se. It can be severall diferent things first one to try
is, go to start, run type in msconfig hit enter select advanced put a check in
disable fast shut down and hit OK. Try this it should do the trick
 
I would try downloading the shutdown supplement from microsoft. It will take out the option in msconfig to even keep fast shutdown enabled. Most times with fast shutdown enabled, your system will reboot upon shutting down. Most likely you have some program or possibly a driver hanging it up, but usually you will be stuck with the shutdown screen in that event still. I would try bringing it up in safe mode, then shutting down and see if it does. If that works, you know its a driver or program, but try clean booting your system first with no startup programs, if that dont' work, go after your drivers.
