help with startup

first off here is my rig
Amd 1600+
768 megs of ram
60 gig WD hd
geforce 3 ti200
SB audigy
gigabyte 7adx mobo

Recently when i turn the comp on right after it gets to the scrolling bar on the bottom of the screen it stops responding, the hd activity light stays on but the monitor light turns yellow like it has no input. The problem is getting worse and worse it use to take 3 startups for it to finally work and today it took 8 startups, since i cant reboot i have to restart every time. Also if this helps, last night my usb mouse was locking up, i got a message saying the device wasnt recognized and it was the same in every usb port i tried, so i went with a trusty ps2 mouse. If anyone can help it would be appreciated. Also i did run a WD disk diagnostic and also a memtest and both tests came back with no errors. Also the PS i have is a 3 yr old 300 watt antec. Any thoughts here would be appreciated.

Can you boot into Safe Mode?

Disconnect all usb devices that you can (use ps/2 equivalents if possible), then open up your case and unplug any pci devices that are not essential for operation (network card, sound card, etc.) Also, if you have multiple hard drives, disconnect all but your boot drive. Basically disconnect anything you can think of that is not essential.

This should be a starting point for your troubleshooting. If windows loads fine in this "minimal" boot, start reconnecting one device at a time and rebooting until you get to a point where you re-encounter the problem. The last device you plugged in is most likely the culprit. Skip this device and continue plugging everything else you have back in one piece of hardware at a time. You get the picture.

If windows still froze on bootup, try swapping in a different video card.
