Help with Soyo P4S Dragon Ultra

I'm having trouble getting my new system to even POST!

Here's the specs:
Soyo P4S Dragon Ultra
P4 2.0A GHz (Northwood)
x2 256MB Crucial PC2100 DDRAM

I connected everything together and the fans on both the M/B and CPU turn on, and the hard drive and CD-ROM spins up but there are no POST beeps or anything. I then disconnected everything (RAM, video, keyboard, etc.) so the only thing connected is the CPU. Still nothing. I then returned the CPU to googlegear.com where I bought it from where they tested it and found it to be good. Is it possible that the HSF on the chip is too tight? It has a SOYO installed retention bracket on the backside of the M/B, could this be the problem? Anyone have any thoughts?? Thanks for any suggestions.
 
Thanks for the suggestion but the small 12V connector is connected. I'm using an Enermax 365W supply so there should be plenty of power to it. I've tried everything just short of send the board back for a replacement. Any other thoughts?
 
Really basic, but did you try clearing the CMOS.
Also check the manual for a keyboard key to hold when booting that allows the system to boot after overly aggressive BIOS overclocking settings were selected.
If the board was previously run with a lower Bin P4, the FBS could be set too high for the 2.0 Northwood.
 
I did try clearing the CMOS and still nothing happened. I think I'm going to RMA it out and try my luck with another. Thanks for the suggestions.
