Help with RFID project..

I'm looking to use RFID tags to help inventory tools and parts used for the construction company I work for. The basic setup would be the following:

Main inventory user, RFID read/write

One main person in charge of the inventory. He would do all the writing to the RFID tags. Writing inventory type information to the RFID tags and in charge of placing the tags on the equipment. Nothing high range is needed, maybe a couple of inches for the RFID reader/writer. The reader/writer would need to be hooked up to a computer via USB to update some software that I would write.

Tags needed - 2 different types

I would need passive RFID tags that can be read from a distance of 2 meters. These tools are all placed inside of a trailer (like a truck trailer) and I would have a person at the jobsite go into the trailer once a month to read all of the items using an RFID reader.

Active RFID tags would be placed on items outside the trailer, like compressors, generators, cranes, etc. These tags will have to be temper/weather proof and will be mounted on metal. A range of 50-100 meters is preferred.

Onsite user, RFID read only

Initially since all of the onsite project managers or superintendents have pocket pc phones, I would like to have SD or Bluetooth RFID readers that can read the tags in a 2 meter range. The idea behind having an SD or Bluetooth RFID reader is that onsite users already have ppc phones with internet capable of uploading the file made from some software on the ppc phone to a central location. If this is not feasable, then I'd want a USB capable reader so that the user can plug in the reader after it is done reading and he can manually upload or email the generated file.

Summary

List of items needed:
- Passive RFID tags with range of 2 meters to be placed on construction tools/equipment. Needs to be low profile, maybe sticker type
- Active RFID tags with 100 meter range to be placed on outdoor equipment
- USB RFID Reader/Writer for main inventory person creating the tags
- Many SD/Bluetooth OR USB RFID readers for the jobsite managers to create the inventory list to send to main inventory person.
