Help with Refresh Rates in Win2K please (with KY-ROOWWWW)

Ok heres the deal. I have a Kyro2 and I need to change the refresh rates of the games I play. Whenever a game is launched it goes right to 60Hz. Which, needless to say, mutilates my eyes. I have tried everything. HzTool Does not work, it's for Windows 98. I've tried nvrefresh, doesn't work. I've tried Powerstrip, and it so doesn't work it's not even funny. I've made custom monitor files and all. I'm at the end of my rope here and about a milimeter from going blind. Since I'm slightly scotopic it really affects me when things are flashing like this. I really don't want to run ME just so i can get decent refresh rates.
This is rediculous, PLEASE HELP ME AND MY EYES!

I tried all those things for my Radeon and none worked except for Powerstrip.

I loaded it up, right clicked the icon, when to display profiles -> configure. Then at that screen I clicked advanced timing and where it says vertical sync, I typed in what refresh rate I wanted. Then I went from 640x480 to 1600x1200 and set the correct refresh rate. Now, in windows, d3d and opengl games I get that refresh rate. Only problem is powerstrip always needs to be up because I don't know what keys it modifies to change it manually.

PowerStrip doesn't modify registry keys.

It programs the chip directly, which is why it always works and why it always needs to be running.

For D3D games, just run "dxdiag" and override the refresh rate, don't know about OpenGL (still) though.
