help with power supply

is there any way to get 15 volts by combining the 12 and the 3.3?
this p.s. will only be used for the peltier

i want to up the voltage for a peltier

NO, You would need a seperate reference for the 2 voltages. There is only one ground. If you did manage to do it (inside the power supply) then your 12V or 3.3 would be at 15.3, this would not help your system. I would not be a good idea do use your 3.3V in that way.
