help with overclocking....PSU the problem?

I have an Intel Core 2 Duo E6700, 4GB of PC6400 Crucial Ballitix Memory, Intel Bad Axe 2, 500gb SATA, 150gb Raptor, SATA DVD Burner, IDE DVD-ROM...extc...

I also have an arctic 7 freezer pro heatsink

I cant seem to oc at all or even change my memory timings to their adverited voltage and timings without having my pc not boot windows...its posts past the bios screen but then when it should be loading windows a black screen comes up with a white blinking dash in the upper right corner

I have 2 questions....First off I have a 500watt Antec Smart Pro I think its called that came with my Antec case, I know that antec psu's sometimes are not the greatest....If I upgraded my PSU would this help b/c i suspect this might be the problem since I have all top notch hardware

Second I cant figure out how to change the multiplier in my bios...I cant press enter on it it just skips over it and it has a faded color that would seem to mean that is cant be changed....how can i access this?
