I believe not.

Interesting. If I recall, you are on DSL? Are you pulling your IP from the ISP, or do you have an internet router that is giving you your IP?
Are you running XP?
When you first boot up, are you getting a 169.254.x.y address, or are you getting 0.0.0.0?

Yes it's on DSL and using Static IP running WinXP Pro behind router so i don't think i'll have address like 169.254.x.y.

It's just weird that the laptop (WinXP Home) was ok which doesn't need the disable/enable to get connection. Only the desktop is giving me this trouble. So I'm pretty sure its desktop's XP problem.

maybe i should reinstall the NIC driver?

Oh, you have a static IP. Well, that changes my thinking. I'd try deleting the connection and making a new one, maybe somethings corrupt. Also, as you are thinking, reinstall the NIC drivers.
Here's another thing to think about, Once I had a NIC that couldn't auto-negotiate a speed at boot, I had to manually set it to 100TX full duplex and it was fine.
