Help with GTX 780 ti? Stutters or 1 fps?

So my friend has asked me to troubleshoot his pc to find a solution to his stuttering which occurs on demanding games but while troubleshooting i noticed it wouldn't happen upon stress testing both the cpu and gpu at the same time. The stuttering that happens are not micro stutters or might not even be stutters but it looks as if the game is being ran at 1 fps like some slideshow. I have tried everything from cleaning the pc, changing to a more stable driver(multipole times), checking for viruses, and changing the in-game settings. My friend said that it has been occuring for a about a week or two. Stated that it has happened ever since he was playing Fallout 4 with a ton of mods. (now removed). Help Please?

I currently have the newest drivers 361.43 after others drivers being useless. No overclocking software. And i have already done a complete cleanup of earlier driver before installing new ones.

Have you tried running any games with just the onboard graphics chip built into the CPU? If the games run OK (obviously not as fast 780ti should be, but better than 1fps) then it's probably a GPU or power problem. If the same thing happens with the onboard graphics, then it will require more testing. Have you tried swapping out the RAM (or run MEMTEST over night)?

Are any games consistently showing the low framerates (and any games consistently not)? Have you looked to see if anything is overheating while you are experiencing this (what are the temps like)?

run gpu-z in the background while gaming and see if it is dropping clock speed or overheating.

So this has been solved! Finally! I told my friend to uninstall and delete everythign that has to do with nvidia and install the drivers again. I also told him to upgrade to windows 10 ( he had 8) and it solved the problem. I think it was a driver problem but now he has a better os and the problem is gone thank you all. Also thanks stahlhart for the link to the website.
