Help with Gateway with serial/dial-up modem for Internet sharing

I want to use a dial-up connection among our one 2000 and one XP PC, and one XP laptop. I don't want to use ICS as I am currently using it and I don't like the idea of burning up 13 cents a kilowatt hour of electricity using one computer to serve the other two. In addition, I have not figured out how to prevent the client computers from making the host dial up without disabling the LAN on the client, which of course than disallows file transfers.

I am hoping that a wireless gateway with serial port (and probably a print server thrown in) like a DLink or SMC will offer a solution.
I found on the web that CISCO wireless gateways have an applet that displays a notification icon on the taskbar of a phone, by clicking on it you can disconnect or connect to the internet through the gateway. This is the feature that I believe I need, but the CISCO units are out of my price range.

I believe all of us that have a multi-computer LAN setups in a home with a single line dial-up connection need a V.92 (to hang up on call waiting) external modem plugged into a gateway with a serial port that has an applet like the CISCO. Does anyone out there know of other less expensive brands of wireless gateways available that have a modem applet? Does anyone know what would be involved writing such an applet? Please, any help will be greatly appreciated.

I have scoured google for many, many hours looking for info on this subject and can find nothing. Most in this country have yet to have broadband available, and in my particular area, a second phone line is $25/month. I just don't want to throw that money away when my past ActionTec Call Waiting Modem and now V.92 modem allows effective sharing of a single phone line.
