With a sytem like this:

P4 2.6 Ghz HT 800FSB
Abit IC7 -G
Corsair TwinX PC3200 DDR 400
ATI Radeon 9800 Pro AIW
Audigy 2 ZS
Seagate Barracuda 80GB
WD Raptor 36GB
DVD
CDRW
Antec PlusView Case
Antec True Power 430w

I know that the system with a lock PCI/AGP and 5/4 ratio can handle a 250Mhz FSB. What cooling system would you recommend to run this system at such speeds without destroying it?

It depends on lots of factors. However these are the guidelines I would try to follow. Four and five are not as imporant I think.

1. Try to have at least 32cfm of airflow in the case. If you really seriously want to go all out even more would be good.
2. Get something better then the stock Intel heatsink!
3. Make sure you have a good stable PSU. One with an intake fan facing downward would be good as this will help with ventilation.
4. Put something to filter the dust on the air intakes as dust can decrease cooling effeciency.
5. If you are buying a new case get one with 120mm fans.

I think you should be OK with even minimal airflow since P4s run very cool.
