Help with a Jpeg file

I have a jpeg file that is giving me a problem. Viewing it as a thumbnail in explorer it looks fine. If I click on the photo to open it (windows photo viewer,PS,or any editing program) the bottom half is grayed out like only half the photo got loaded. Any chance to save this photo?
