Looks like low system resources. I had something similar happen a couple of times.

that's an easy one....

possible causes
1. your registry needs to seriously be cleaned
2. you had too many programs running at the same time (low resources)
3. a program was stuck or looping and couldn't load properly
4. .dll confliction
5. you haven't rebooted since installing something
6. OR the most likely reason...you've done too much crap since you last turned your computer on and need to reboot!! <---ding ding ding

possible..

if IE is too many programs, MS sucks ;)

nope ;)

it has been a few days since rebooting... but if "websurfing" is too much crap... MS Sucks.

I had the problem under win98 only. I never have this problem under win2k now but really saw no detriment to the problem itself so I always left it alone. I had the problem when running Detonator 6.31 drivers. If you are running the same version, try upgrading, maybe they have fixed this in later revisions. Definitely sounds like a driver problem with nVidia cards only.
